Tarihi Yarımada, İstanbul’da Haliç, Marmara Denizi, kara tarafında ise şehir surları ile
sınırlı olan, günümüzde Fatih ilçe sınırlarını kapsayan bölgeye verilen isimdir ve 1995
yılında tarihi ve kentsel sit alanı olarak tescil edilmiştir. İstanbul’da gerçekleşen sosyal
ve fiziksel değişimler Fatih’e de yansımış, işlevini yitiren, terkedilen yapıların yerine ya
da çevresine kentsel dokuya aykırı yeni yapılar yapılmıştır. Çemberlitaş semtinde
anıtsal yapılar dışında XIX. yüzyıla tarihlenen sivil mimarlık örnekleri de bulunmaktadır.
Konak/Konut olarak barınma amacı ile inşa edilen bu yapılardan bir kısmı günümüze
kadar varlığını sürdürmeyi başarmış ancak 1960’lardan itibaren dönüşüme uğramaya
başlamıştır. Artan turist sayısı ile birlikte barınma ihtiyacı doğmuş ve bölgede bulunan
yapılar otel olarak kullanılmak üzere işlevsel dönüşüme uğramaya başlamıştır.
Bu çalışma ile Çemberlitaş semti, Emin Sinan Mahallesinde yer alan korunması gerekli
kültür varlıklarının belgelenmesi, semtin sosyal ve fiziksel dokusundaki değişimin tespit
edilmesi ve işlevsel olarak konuttan otele dönüşüm geçirmiş bir yapı üzerinden
değişimin belgelenmesi hedeflenmektedir. Çalışma alanı olan Emin Sinan Mahallesi
Tarihi Yarımada içerisinde yer alan Çemberlitaş semtinde yer almakta ve tarihi konum
olarak Roma döneminin önemli yerleşim bölgelerinden olması dolayısıyla Roma
şehrinin önemli ana yolu Mese yoluna (bugünkü Divanyolu Caddesi), I.Constantinus
zamanında yapılan Forum Constantini ve I.Theodosius zamanında yapılan Forum
Tauri adlı meydanlara yakın bir konumdadır. Çalışma kapsamında Emin Sinan
Mahallesi’nde alan ölçeğinde yapım tekniği, yapısal sağlamlık durumu, özgünlük
durumu, işlev durumu, kat sayısı ve kullanım durumunu belirlemek amacıyla analizler
yapılmıştır. Analizler çerçevesinde Emin Sinan Mahallesi’nde yer alan konuttan
konaklama/otel’e dönüştürülen yapı, rölöve ve restitüsyon çizimleri üzerinden, yapısal
ve mekânsal olarak incelenmiştir. Bölgenin tarihi yapılarının gelecekte benzer
dönüşümler geçirmesi potansiyeli taşıması nedeniyle, elde edilen bulgular neticesinde
önerilerde bulunulmaktadır.

Conservation And Re-Use Decisions of Istanbul 19th Century Residential Buildings: Case of an Hotel Building in Fatih-Emin Sinan Neighbourhood
Abstract
The Historical Peninsula is the name given to the region in Istanbul, which is limited by
the Golden Horn, the Marmara Sea and the city walls on the land, covering the borders
of Fatih district today and was registered as a historical and urban site in 1995. The
social and physical changes that took place in Istanbul were also reflected in Fatih, and
new buildings that were contrary to the urban texture were built in or around the abandoned historical buildings that lost their function. Apart from the monumental
buildings in Çemberlitaş district, there are also examples of civil architecture dating
back to the 19th century. Some of these buildings, which were built with the purpose of
housing as a mansion / residence, have managed to survive until today, but have been
transformed since the 1960s. With the increasing number of tourists, the need for
accommodation arose and the buildings in the region began to undergo functional
transformation to be used as hotels.
With this study, it is aimed to document the cultural assets that need to be preserved in
the Çemberlitaş - Emin Sinan District, to identify the change in the social and physical
texture of the district, and to document the change through a structure that has
functionally transformed from residence to hotel. Emin Sinan Neighborhood, is located
in Çemberlitaş district within the Historical Peninsula and close to the important main
road of the city of Rome; Mese Road (today's Divanyolu Street), the Forum Constantini
and the I.Theodosius, the Forum Tauri. Within the scope of the study, analyzes were
made in order to determine the construction technique, structural strength, originality,
functional status, number of floors and usage status in the Emin Sinan District. Within
the framework of the analysis, the building, which was converted from the residence in
the Emin Sinan District to an hotel, was examined structurally and spatially through the
survey and restitution drawings. Since the historical structures of the region have the
potential to undergo similar transformations in the future, suggestions are made as a
result of the findings.
