Abstract

The aim of this study is to comparatively examine the overseas labour transfer activities of the Turkish

public employment agency, formerly known as the Employment Agency (İİBK) and the Turkish Employment

Agency (İŞKUR). in this research, it is aimed to reveal the similarities and differences of the activities carried

out by these public employment agencies, which are the continuation of each other, within the framework of

overseas labour transfer business and transactions.

In this study based on qualitative research method, the data obtained by reviewing the literature were

interpreted. In addition, document analysis was made by examining the data on overseas labour transfer for

the period of İİBK and İŞKUR.
