Amaç: Pandemilerde salgının önlenmesi ve sağlık çalışanlarının korunması için
kişisel koruyucu ekipmanların kullanımı çok önemlidir. Bu çalışma sağlık personeli
ve idari çalışanların, hem kendilerini hem de hastaların korunmasında gerekli olan
kişisel koruyucu ekipmanın akılcı kullanımının ve yönetiminin sağlanması ile
gelecekte pandemi durumunda ihtiyaç olan kişisel koruyucu ekipman
planlanmasında rol model olması amacıyla gerçekleştirildi.
Gereç ve Yöntem: İstanbul Üniversitesi- Cerrahpaşa, Cerrahpaşa Tıp Fakültesi
Hastanesi Covid-19 deposundan verilen kişisel koruyucu ekipmanların
01.04.2020-17.08.2020 tarihleri arasında kullanım durumunun belirlenmesi için
prospektif olarak düzenlenmiştir. Fakat Etik Kurul raporu sonradan alındığı için
retrospektif olarak çalışılmıştır. Bulgular: Pandemi döneminde Kişisel Koruyucu Ekipmanların ( KKE) akılcı
kullanımının sağlanması ve yönetimi için on adımdan oluşan eylem planı
oluşturulmuştur. KKE’nin akılcı kullanımında, etkinliğinin ve verimliliğinin
arttırılması için, personel ile alan temin edilmiş, çeşitli düzenlemeler yapılmış,
kalite yönetimiyle çeşitli protokoller geliştirilmiş, malzeme kontrolü hem dijital hem
de formlarla sağlanmış, kontrol ve denetimlerle uygun kullanım ve imha kontrolleri
yapılmıştır.
Sonuç ve Öneriler: Covid-19 pandemi döneminde, pandeminin önlenmesi ve
yayılmasının azaltılmasında etkili olan KKE etkin, verimli, doğru ve akılcı
kullanımının sağlanması için oluşturulan eylem planını uygun bir şekilde yönetilmiş
ve herhangi bir sorunla karşılaşılmamıştır. Pandemiler, doğal afetler ve acil
durumlar için stratejik eylem planları hazırlanmalı, çalışanlara bireysel ve/veya
toplu eğitimler verilmelidir. Eğitimler ile çalışanlarda davranış değişikliği
oluşturularak, süreç en iyi şekilde yönetilmeli, iş kazaları ve meslek hastalıkları
önlenebilmelidir. Akılcı KKE kullanımı ve yönetimi maliyetlerin azaltılmasını ve
kıt kaynakların en iyi şekilde yönetilmesini sağlar.
Objective: The use of personal protective equipment is very important for the
prevention of epidemics and the protection of health workers in pandemics. This
study was carried out in order to ensure the rational use and management of personal
protective equipment necessary for the protection of health personel and administrative
staff, both themselves and patients, and to be a role model in the planning of personal
protective equipment needed in case of a pandemic in the future.
Materials and Methods: A retrospective study was conducted to determine the use
of personal protective equipment given from the Covid-19 warehouse of Istanbul
University- Cerrahpaşa, Cerrahpaşa Medical Faculty Hospital between 01.04.2020 and
17.08.2020. With the permission of the Health Directorate for the research, Istanbul
University- Cerrahpaşa, Cerrahpaşa Medical Faculty Date and Number 27.10.2020-
141999 and T.C. Cerrahpaşa Faculty of Medicine Dean’s Clinical Research Ethics
Committee was applied and permission was obtained.
Results: An action plan consisting of ten steps was created for the rational use and
management of PPE during the pandemic period. In order to increase the efficiency
and effectiveness of PPE in the rational use, various protocols have been developed
with personnel, space supply, various regulations and quality management, material
control has been provided both digitally and with forms, and appropriate use and
destruction controls have been made with controls and inspections.
Conclusion and Recommendations: During the Covid-19 pandemic period, the
action plan created to ensure the effective, efficient, correct and rational use of PPE,
which is effective in preventing the pandemic and reducing its spread, was managed
appropriately and no problems were encountered. Strategic action plans should be
prepared for pandemics, natural disasters and emergencies, training should be

provided to employees. By creating a behavioral change in the employees through
trainings, the process should be managed in the best way, and work accidents and
occupational diseases should be prevented. Rational use and management of PPE
ensures cost reduction and optimal management of scarce resources
