Performance evaluation of logistics villages: An expert-based measurement framework

Background: Logistics villages are critical nodes in global supply chains; however, the existing literature remains conceptually fragmented with respect to their performance evaluation. Most studies focus on antecedents—such as location selection, infrastructure capacity, and expansion potential—rather than on actual operational performance. This study addresses the lack of robust performance evaluation criteria for assessing the realized performance of logistics villages. Accordingly, it aims to develop a set of performance evaluation criteria and determine their relative importance through expert judgment.
Methods: The study adopted a multi-phase mixed-method design. First, a preliminary set of evaluation criteria was developed through a comprehensive literature review. Second, semi-structured in-depth interviews were conducted with 13 experts from academia, the public sector, and industry to refine and validate the proposed criteria. Finally, the Fuzzy Analytic Hierarchy Process (FAHP) was applied to estimate the relative importance weights of the main criteria and sub-criteria.
Results: Four main performance dimensions were identified. Operational performance received the highest weight, followed by financial, marketing, and environmental performance. Among the 19 sub-criteria, profitability and occupational accident rate were ranked as the highest priorities, whereas indicators related to physical capacity, such as freight volume and solar energy utilization, received lower importance.
Conclusion: The findings indicate that logistics villages should be evaluated based on realized performance rather than potential capacity. The prominence of safety and profitability suggests that stable and efficient operations are a prerequisite for achieving volume growth and advancing green logistics initiatives. The proposed framework provides managers and policymakers with a standardized instrument for evaluating the effectiveness and efficiency of logistics villages, thereby supporting the fulfillment of their intended economic role beyond serving as infrastructure.
